Children go through emotional and behavioral hurdles as part of their development - but through effective parenting and adult guidance, they find help and are then equipped to move on from these hurdles, gaining new skills and knowledge about themselves and others that will allow them to manage similar situations or triggers in the future. But there are instances when these hurdles are intense, with children suffering extreme emotional disturbance that debilitate them and threaten to negatively impact their ability to relate, grow and survive. In fact, emotional and mental issues have their roots in childhood and can go undiagnosed for years leading to long-term impact into adulthood. These emotional disturbances can have its root causes in anxiety disorders, bipolar disorder, conduct disorders, eating disorders, obsessive-compulsive disorder and psychotic disorders (Center for Parent Information and Resources, 2015). When children suffer through these, it impacts their ability to learn and to relate to others and it can also lead to 'acting out' in antisocial ways.

The US Congress enacted the Individuals with Disabilities Education Act in 1975. Over the years it has been amended, the latest being 2004.
