Question about Rational leadership

Which of the following represents the rational approach to leadership?

(a) Attributions and perceptions, which enter into leader-follower transactions

(b) Learning how and when to skillfully apply different leadership behaviors and techniques

(c) Applying goals, which are specific, clear, and challenging to one's work group

(d) Observing the effects of the overall work group on individual followers

Was advised by an OTA that (b) was the correct answer. Had an a mid-term & missed it because (b) wasn't the correct answer. Please advise correct answer so I won't miss it on the final test. Thanks much!
