proposal

in my english class i have to write a propasl, and i choose to write a proposal on the libray doors at my school. the doors are very difficult to open even for young people like my self. well the question is how would i go about writing the proposal were should i start. who should i contact. the front of our library has six double doors and the doors rotate open in the middle making less clerance room how can i get started
