The APA manual is a daunting document. One reason they need so many pages is because of the literally hundreds of variations on the proper citation of different kinds of references, from verbal (a personal interview) to the edited comments of a reviewer of a third person's published writing. This is the part of APA that gives me the most trouble and explains why my APA manual is much worn and dog-eared from consulting it when I have a reference that is unusual. I do not generally have difficulty with the minor details of APA formatting such as hanging indent, centering titles, punctuation, capitalizing, and italics - which is what this question appears to be targeting.
I am a fan of the old axiom "if it ain't broke, don't fix it." This helps explain my personal opinion regarding word processing computer programs which release "new and improved" versions every couple of years or so. For me personally, I find that the new version generally has few actual improvements (that I routinely use) and mostly what is different is that they have changed the commands (what they do) and the command locations (where to access them) and that is basically nothing more to me personally than a nuisance.
